On April 25, 2008, Broward Community College, at the direction of the Broward Community College District Board of Trustees, submitted a finalized version of the 2007-2008 contract with the United Faculty of Florida, Broward Chapter, for review and ratification by the union. Following an impasse hearing by the District Board of Trustees on March 12, 2008, two additional meetings were held with the union on March 21 and April 10, 2008 to finalize language in the collective bargaining agreement The recommendations of the special magistrate which were accepted by both parties included a salary increase of 2 percent to the faculty salary schedule and an across-the-board increase of $1000 effective July 1, 2007. The benefits changes were vetted by a representative committee of faculty, staff and administrators, which unanimously recommended limited adjustments to co-pays and no increase in employee contribution. BCC’s health insurance plan is one of the most competitive in the Florida community college system. BCC pays 82 percent of healthcare benefits cost, a higher percentage than the national average, and other Florida community colleges.
After resolution of these issues, two discretionary items proposed by BCC administration during negotiations remained regarding leave approval processes. These discretionary items were approved by the board at its April 23, 2008 meeting.
The BCC administration’s bargaining team members were: Dr. Edna Chun, chief negotiator, vice president for human resources and equity, David Asencio, dean of student affairs, A. Hugh Adams Central Campus, Dr. Hank Martel, dean of academic affairs, Judson A. Samuels South Campus, Miguel Menendez, dean of the FAU/BCC University/College Library, Central Campus.
The members of the United Faculty of Florida, BCC chapter negotiating team were: Dr. Daniel Rieger, chief negotiator, associate professor, Behavioral Sciences Dept., North Campus, Lorenzo Harrison, assistant professor of nuclear medicine assisting, North Campus, Maria Bernal-Dobek, assistant professor of reading, North Campus, Dr. Blaine Browne, senior professor, Behavioral Sciences Dept., North Campus.
In accordance with Florida Statute 447.403, following the actions of the BCC District Board of Trustees, the college has submitted the agreement to UFF/Broward for ratification.
