Civic Literacy Requirement at Broward College

The Florida Legislature wants to ensure graduates of the Florida College System and State University System have sufficient knowledge of America's civics, particularly the principles reflected in the United States Constitution. Lawmakers modified the existing Civic Literacy Graduation Requirement in fall 2021 and it now impacts many more students.

2021-2022 and Beyond

According to Florida State Rule 6A-10.02413, prior to the award of an associate in arts (AA) or baccalaureate degree (BAS, BS, BSN), students initially entering a Florida College System institution in the 2021-22 school year, and thereafter, must demonstrate competency in civic literacy by successfully completing a specified course and an assessment prior to graduation. Several course options are available for students to meet this requirement. Several testing options are available to students to meet this requirement; however, only two testing option can be taken locally in a Campus Testing and Assessment Center. 

Students in an AA, BAS, BS, or BSN program under catalog year 2021-2022 and beyond regardless of when they began their program at the College, previous degree level attained, or credits earned through dual enrollment.  

  • Students in an AS or AAS program.   
    • However, a subsequent state rule amendment is anticipated for 6A-10.02413 to add the civic literacy requirement as a condition of AS or AAS degree completion for students entering an FCS institution in Fall 2022 and thereafter.  
  • Concurrently enrolled students graduating in Fall 2021 with catalog whose catalog year was changed to 20221 prior to the effective date of the state rule on 11/23/2021.   
  • Concurrently enrolled students covered under the 2018-2019 to 2020-2021 Civic Literacy Requirement below.   
  • Concurrently enrolled students who have earned college credit and were enrolled at an FCS institution prior to fall 2018 and are not under catalog year 2021-2022 or beyond are not required to satisfy the requirement.  

  • Pass a ***Course

  • Pass the FCLE (Florida Civic Literacy Exam)

***The following credit-by-exam options can be used to satisfy the course requirement only for the 2021-2022 and beyond requirement:  

  • **CLEP History of the United States II: 1865 to Present  
  • *AICE History (American) (A-Level Only) 
  • *IB History (HL): with History of the Americas 

2018-2019 to 2020-2021

According to Florida State Rule 6A-10.02413, students initially entering a Florida College System (FCS) institution or state university in the 2018-2019 to 2020-2021 school year seeking an associate of arts (AA) or baccalaureate degree must demonstrate competency in civic literacy by successfully completing a specified course or examination. Several course options are available for students to meet this requirement. Several testing options are available to students to meet this requirement; however, only one testing option can be taken locally in a Campus Testing and Assessment Center. 

  • Students who have no prior college credit and initially enter an FCS institution as a first-time-in-college in fall 2018 through summer 2021 are required to satisfy the requirement.  
  • Students who begin dual enrollment at an FCS institution in the fall of 2018 through summer 2021 are required to satisfy the requirement.  

  • Students who have earned college credit and were enrolled at an FCS institution prior to fall 2018 are not required to satisfy the requirement.  
  • Students who were in dual enrollment at a postsecondary institution prior to fall 2018 are not required to satisfy the requirement.  
  • Students who are admitted to an FCS baccalaureate degree program are not considered to be first-time-in-college as they are assumed to have enrolled and earned college credits at a postsecondary institution prior to fall 2018; they are considered transfer or continuing students and thus, do not need to satisfy the requirement.
