Competency Requirement Test Options

The Broward College Testing and Assessment Centers offer exams to meet each of the competency requirements as options for degree seeking students. Please check with your Academic Advisor to discuss these requirements and your program of study.

CSP (Digital Literacy)

The Computer Skills Placement (CSP) assesses students' digital literacy. It is comprised of multiple-choice questions taken online in an on-campus or remote proctored environment.

No credit is awarded for the successful completion of the CSP. Successful completion will only satisfy the digital literacy requirement.

BYU FLATS (Foreign Language)

The Brigham Young University (BYU) Foreign Language Achievement Testing Services (FLATS) is a foreign language competency test. The FLATS is an online exam that includes the following proficiency areas; listening, reading, and grammar. 

The BYU FLATS is available to take at all BC Testing and Assessment Centers. 

No credit is awarded for sucessful completion of the FLATS. Sucessful completion will only satisfy the foreign language competency requirement.

  2. Once payment is processed you will receive a confirmation email, which will include your testing password. You will need to bring the testing password with you to a BC testing center.
  3. Once you have designated your proctor and completed the BYU registration process, find an available testing appointment by visiting the Testing and Assessment Centers page and choose Make an Appointment for the campus of your proctor.

  • Exam registration and proctoring are done by BYU FLATS and Proctor360. BC Testing and Assessment Centers are not involved with the test delivery process. 
  • The College Registrar's Office receives and evaluates the official test scores.

ACTFL WPT (Foreign Language)

The American Council on the Teaching of Foreign Languages (ACTFL) Writing Proficiency Test (WPT) is a foreign language competency test. The ACTFL WPT is a web-based, proctored, standardized test of the global assessment of functional writing ability in a language.

The ACTFL WPT is not available to take at a BC Testing and Assessment Center.

No credit is awarded for the successful completion of the ACTFL WPT. Successful completion will only satisfy the foreign language competency requirement.

Testing fees are available on the ACTFL website when registering for the exam.

Exam Version

The only version of the ACTFL accepted by Broward College for foreign language competency requirement purposes is the ACTFL Writing Proficiency Test (WPT). Any other ACTFL version will not be considered for acceptance.

Taking the English test is not considered a foreign language and will not satisfy the requirement.

FCLE (Civic Literacy)

FCLE testing is unavailable statewide for one week during the summer each year due to a statewide system updates by the exam delivery vendor. No FCLE testing is available at any state college or state university during the dates below.

  • The dates for 2026 are Friday, July 24, 2026 through Sunday, August 2, 2026. FCLE testing will not be available. 

The Florida Civic Literacy Exam (FCLE) is a State of Florida-developed assessment that measures a student's civic literacy competency based on the four (4) competencies listed below. The exam became available on November 9, 2021, at Broward College.

  • An understanding of the basic principles of American democracy and how they are applied in our republican form of government.
  • An understanding of the U.S. Constitution.
  • Knowledge of the founding documents and how they have shaped the nature and functions of our institutions of self-governance.
  • An understanding of landmark Supreme Court cases and their impact on law and society.

The FCLE is available to take at all BC Testing and Assessment Centers. All BC students must take the FCLE at a BC Testing and Assessment Center.

Successful completion of the FCLE will satisfy the Civic Literacy assessment requirement.

Remote

  • Appointments are extremely limited. May take 4 weeks or longer to get an available appointment. Testing is done on a one-on-one basis in a remote live setting with the student and the proctor using Zoom and the FCLE testing platform.
  • Appointments are only available during Remote Testing and Assessment Center hours of operation.
  • Eligibility Requirement:
    • Students must be enrolled in only fully online classes in the current semester.
      • Students are not eligible if they are:
        • taking any on-campus courses in the current semester.
        • not taking classes in the current semester.
    • Students living outside of the tri-county area (Dade, Broward, and Palm Beach) and taking a course as a transient student at another Florida state college institution.
  • Audio and video must be on during the entire testing session.

    • Step 1 = Broward College Student
    • Step 2 = Competency Exams (Digital Literacy, FCLE, BYU FLATS)
    • Step 3 = FCLE - Request for Remote Testing
    • Step 4 = Skip alternate exam location step
    • Steps 5-7 = Add appropriate demographic and test information as well as agree to all acknowledgments
    • Add to Cart, Pay Fee (if applicable), and Complete Registration
    • Please allow 2-5 business days for a reply via email to your request.

Contact your high school or school district and request to have your high school transcript sent to Broward College electronically via the Florida Automated System for Transferring Educational Records (FASTER).                                    Do not request to have a paper copy of your transcript sent to Broward College.
  2. FASTER transmissions are received and processed nightly by the College.

Option 2: FCLE Taken at a Florida State College or State University

  1. Contact your state college or state university and request to have your college transcript sent to Broward College electronically via the Florida Automated System for Transferring Educational Records (FASTER).                                      Do not request to have a paper copy of your transcript sent to Broward College.
